MetLife Foundation issue brief: Afterschool and the Common Core

At the Afterschool Alliance, we are thrilled to start off the new year with the release of the first in a series of issue briefs that explore the many ways afterschool programs are playing an integral role supporting the academic, social and emotional growth of middle schoolers across the country.  In partnership with MetLife Foundation, this year’s series of issue briefs will focus on the Common Core State Standards, students with disabilities and other special needs, the use of data to improve afterschool programs, and keeping kids safe and supported in the hours after school.  This issue brief, “Afterschool and the Common Core State Standards,” discusses the need to better prepare students for future success in college and work; the basics of the Common Core; and the variety of ways afterschool programs are working with students, teachers and schools to support learning under the Common Core.

The latest Program of International Student Assessment (PISA) scores released in December 2013 found that the U.S. ranked 26 in math, 21 in science and 17 in reading out of the 34 OECD countries.  The scores also showed that a higher percentage of U.S. students were performing at the lower levels of PISA’s proficiency scale in math than the OECD average.  However, what stood out among OECD’s findings was that U.S. students had shown no significant change in their reading scores since 2000, no significant change in math since 2000 and no significant change in science since 2006. 

Parents and employers also have been calling for a greater emphasis on 21st century skills, such as critical thinking, problem solving and the ability to communicate clearly.  

The concern that U.S. students are not fully equipped with the skills and knowledge they will need to succeed in school and work, and to compete globally, combined with the belief that all states and all students should be held to the same high standards in order to best prepare them for college and careers, was the basis for the development of the Common Core State Standards.  The primary goal of the Common Core is to ensure that students have the skills and knowledge they will need for their future success in college and career.  To accomplish this goal, it has been designed as a set of uniform and consistent standards in English language arts and math.  Currently 45 states have adopted the Common Core, with the majority of those states implementing them for the current school year.  Central to the Common Core are the “habits of mind” that will help provide the necessary foundation for students to succeed academically and in the workplace. 

The afterschool field has been a longtime proponent of an educational approach that focuses on engaging students in hands-on learning experiences and long-term projects that require students to ask questions, dive deeper into content, work with peers, experiment with concepts and think critically about problems.  These qualities align well with the principles of the Common Core, and demonstrate the many ways afterschool programs can support teachers and schools in their work with the Common Core State Standards.  Here are a few examples from the issue brief, which you can read more about here.

  • Raising Expectations in Atlanta, Georgia, offers customized lessons and individual attention to students during the out-of-school hours.  Theprogram usesstudent report cards, teacher input, test scores and the program’s own student assessments to provide academic learning plans and educational goals specific to each student.  Middle schoolers in Raising Expectations performed exceptionally well in English language arts, with more than 9 in 10 students meeting and/or exceeding expectations in reading and English language arts and more than three-fourths meeting and/or exceeding expectations in math. 
  • The Baltimore Urban Debate League Middle School Competitive Debate Program (BUDL) in Baltimore, Maryland, uses the challenge of competition and debate to build the habits of mind promoted by the Common Core.  BUDL works with students to develop arguments for both sides of an issue, research evidence to support their positions, develop deep content knowledge of subject matter, actively listen to the arguments presented by others, and evaluate and critique the merit of stances on subject matter.  Middle school students in BUDL performed better on Maryland School Assessment tests than their peers who did not participate in the program.  BUDL students’ average reading score was 16 points higher than non-participants, and their average math score was 17 points higher than students not in the program.  In 2012, 95 percent of BUDL’s seniors attended college—35 percent were accepted into a 2-year college and 60 percent were accepted into a 4-year college.
  • Bridge the Gap College Prep’s Afterschool Extended Learning Day Program (BTGCP) in Marin City, California, focuses on supporting students’ socio-emotional development and tying lessons to their personal interests. In addition to basic academic skill-building in math and literacy, BTGCP connects academic lessons to students’ personal narratives, community service opportunities and career exploration; focuses on group dynamics; promotes peer-to-peer teaching; and exposes students to new and different environments, such as college campuses and cultural events.  Since the program began tracking their students in 2010, 100 percent of their students have graduated high school and 100 percent have been accepted into colleges or post-secondary institutions.

Afterschool programs are a valuable partner to further build the skills and knowledge expected of students under the Common Core.  Many programs, as evinced above, are already incorporating the principles under the Common Core into their curriculum, and in turn, helping develop the competencies their students will need in college, in their careers and in their everyday lives.
