Navigating the “No” in ARP funding conversations

As you are working to connect to your local and state offices and districts to make the case for using their American Rescue Plan resources to partner with afterschool and summer learning programs, you may encounter some “No”s. A new resource, “Help Responding to ARP Nos,” can help you develop responses to navigate the “No” and keep the conversation going.

The resource covers four top reasons local educations agencies reject requests to use ARP resources to support afterschool and summer learning programs:

  • Out of school time programs are not an allowable use of funds.
  • ARP resource are already being used for tutoring.
  • ARP resources are too time-limited.
  • We’d rather use ARP funds on something the education agency can directly control.

If you have encountered any of these responses from local education agencies, we encourage you to dig into this new resource. American Rescue Plan funds present a once-in-a-lifetime opportunity for many afterschool programs and their communities – connecting these resources to the programs serving young people and their families is still a top priority.
