State of STEM learning in Congress and the White House

A new bill, H.R. 4979 - Rural STEM Education Act, was introduced in the House on November 5 to address the lack of STEM education opportunities for students in rural areas. The bipartisan legislation, introduced by Rep. Lucas (R-Okla.) and cosponsored by Reps. Johnson (D-Texas), Baird (R-Ind.), and McAdams (D-Utah) on the Science Committee, would provide funding for the National Science Foundation to create several research grants to identify effective STEM practices and programs for both educators and students in rural areas. After working with the Science Committee on the drafting of the legislation, language specifying afterschool and out-of-school time STEM programs as eligible partners on these projects has been included.

At this time the bill has only been introduced in the House, but staff are working with members across the Capitol a companion bill in the Senate. If all goes well, the Rural STEM Education Act could become law soon. Stay tuned for updates on the progress of this legislation.

White House releases progress report on five-year STEM education plan

Last December, the Trump administration released their five-year STEM education strategy, Charting a Course for Success: America’s Strategy for STEM Education, which you can read more about in a previous blog. To update Congress and the public on the plan’s development, the White House’s Office of Science and Technology Policy (OSTP) released a progress report last month to highlight actions taken by federal agencies included in the plan, and includes an inventory of STEM education programs currently funded across the federal government.

After the release of the five-year STEM plan, five Interagency Working Groups (IWGs) were established to address the four pathways identified within the plan – Develop and Enrich Strategic Partnerships, Engage Students where Disciplines Converge, Build Computational Literacy, and Operate with Transparency and Accountability – along with a fifth IWG focused solely on broadening participation in STEM. It’s these five IWGs that were tasked with surveying the implementations plans developed by 17 federal agencies and working with the agencies to align their existing programs with the five-year STEM education strategy. According to OSTP, the IWGs will soon be engaging external stakeholders from industry and education for feedback around these efforts.

The administration’s STEM plan was well received by the STEM community, but how does it stack up with the administration’s budget requests for STEM education? The inventory of programs conducted as part of the progress report includes 125 STEM-focused programs across 17 federal agencies, totaling $3.2 billion for FY19. But while the STEM plan calls for greater prioritization of STEM education, the latest budget proposal for FY20 from the president actually cuts funding for these programs by $540 million to $2.66 billion. In addition to the STEM education specific programs listed in the inventory, the elimination of $1.16 billion in funding for Student Support and Academic Enrichment grants, known as Title IV-A, would also have a significant impact on STEM education, as a recent survey of school superintendents found that providing new STEM opportunities were the top priority for their Title IV-A funds.

While the afterschool STEM field welcomes the administration’s emphasis on equity and diversity within the plan, a commitment to funding STEM education programs that address these barriers must be shown. Increasing investments in both 21st CCCL and Title IV-A would go a long ways towards addressing the equity barriers in STEM programming for students across the country.
