AI Education & Workforce Readiness Act: What it could mean for afterschool STEM

AI Education & Workforce Readiness Act: What it could mean for afterschool STEM

On September 22, Representative Suzanne Bonamici (D-Oregon) introduced the Artificial Intelligence (AI) Education and Workforce Readiness Act of 2026 (H.R. 10515), a sweeping bill to set federal guardrails for AI in learning spaces and workplaces. Importantly, the bill intentionally integrates training and understanding in the humanities, social sciences, and ethics with provisions to expand AI literacy. Its five titles cover education and training, workforce reskilling, equitable access, environmental impacts, and student and worker data privacy. The education title alone would authorize $350 million a year for fiscal years 2027 through 2031. Here's a look at the bill's education provisions and what they could mean for afterschool and summer STEM programs.

AI Education and Training Programs (Title I of the bill):

  • Career pathways and credentials. The Department of Education would fund consortia of school districts, colleges, employers, and workforce boards to build "AI-disrupted career pathways" that pair AI literacy with the humanities, social sciences, and paid work-based learning. A pilot would also fund stackable micro-credentials in AI literacy and ethics.
  • Out-of-school time in state plans. Section 103 lets states describe in their Elementary and Secondary Education Act (ESEA) plans how they will support these AI-disrupted pathways, including by facilitating partnerships with nonprofit organizations that facilitate out-of-school time programs. States that opt in would get priority for federal technical assistance.
  • Guardrails for ESEA Title IV grantees. Section 104 bars AI companies from exercising "controlling influence" over the curricular, instructional, or assessment content of ESEA Title IV grantees, and prohibits requiring students or educators to exclusively adopt one AI platform.
  • Training, research, and guidance. The bill adds AI-focused in-service training for educators and school leaders, focusing on AI ethics, human judgment and oversight, and relationship-building. The bill also prioritizes AI in Education Innovation and Research grants, creates NSF Regional Centers for Human-Centered AI, and directs the Institute of Education Sciences to publish K-12 AI practice guides.

While Title I of the bill includes most education provisions, Title III of this bill adds competitive grants for equitable access to AI education, open to consortia of school districts, libraries, museums, and other entities with expertise in accessible digital literacy materials. And Title V of the bill adds AI risk assessments for education technology and guidance on parental notice and student opt-outs.

Check out the section-by-section summary for detailed information.

What it could mean for afterschool STEM

Section 103 of the bill explicitly names out-of-school time providers as partners in career-connected AI learning. If enacted, states that opt in could bring afterschool programs into regional pathway partnerships alongside schools, colleges, and employers, a role many programs already play through hands-on, project-based STEM.

Section 104 of the bill is worth watching closely. Because 21st Century Community Learning Centers are funded under ESEA Title IV, its limits on AI vendor influence would likely reach 21st CCLC grantees that use AI tools. Programs receiving funds under the new act would also face its compliance rules: open-access materials, independent evaluations, a 14-day preview and opt-out for student-facing AI tools, and data security protocols. These protections match afterschool's focus on youth well-being, but smaller programs that want to integrate AI tools may need guidance and support to meet them.

The bill's emphasis on AI literacy grounded in critical thinking and ethics fits what afterschool STEM does well. The equitable access grants could open doors for afterschool programs to partner with libraries, museums, and districts on curricula. While afterschool educators aren't specifically named in the educator training or practice guide provisions, the bill broadly uses the term “educator” in many instances, providing leeway for afterschool educators to be included.

With this Congress’ term ending, the bill will need to be reintroduced in the 120th Congress. As the bill is reintroduced, the Afterschool Alliance will keep tracking how it treats out-of-school time and afterschool program educators.
