Congressional budget battles put STEM education and afterschool programs at risk

The FY2027 budget and appropriations process could be one of the most consequential federal budget debates for science, technology, engineering, and math (STEM) education, scientific research, and afterschool learning in years. The White House’s FY2027 budget request proposes steep reductions across major education and science agencies, triggering concern among educators, universities, museums, and STEM advocates nationwide. While Congress ultimately controls federal spending, the current debate could reshape the future of America’s STEM talent pipeline.

At the center of the discussion is a proposed reduction of more than 50% to the National Science Foundation (NSF), one of the federal government’s primary drivers of scientific discovery, STEM workforce development, and informal science education. If the President’s proposed budget passed, NSF funding would drop from approximately $8.75 billion in FY 2026 to roughly $4 billion in FY2027. The NSF Directorate for STEM Education (EDU), which supports teacher preparation, undergraduate STEM programs, graduate fellowships, and broadening participation initiatives, would also face cuts exceeding 50%.

NSF investments support local STEM ecosystems in every state, including partnerships among universities, K–12 schools, afterschool programs, museums, nonprofits, and employers. Reduced federal support could slow efforts to expand AI literacy, quantum science training, cybersecurity education, and workforce development programs designed to maintain U.S. competitiveness. Programs focused on broadening participation in STEM fields could face significant pressure.

The proposed budget for the U.S. Department of Education also raises alarms for afterschool and informal science education advocates. The administration proposes eliminating funding for the 21st Century Community Learning Centers (21st CCLC) program by folding it into a broader $2 billion “Make Education Great Again” block grant that would consolidate 17 federal K–12 education programs. Currently funded at approximately $1.33 billion, 21st CCLC is the only dedicated federal funding stream for afterschool and summer learning programs.

Advocates worry that consolidating 21st CCLC into a larger block grant would eliminate protections ensuring funds actually reach afterschool and summer programs. States and districts facing competing financial pressures could redirect funds elsewhere, leaving STEM-rich out-of-school learning programs particularly vulnerable. High-poverty communities, where afterschool programs often provide critical academic support and safe learning environments, could experience the greatest impacts.

The Education Department's proposal would also eliminate or consolidate other key STEM programs. Title II-A investments in professional development for educators and Title IV-A student support grants — both commonly used to support STEM professional development, technology integration, and enrichment opportunities — would disappear as standalone programs.

It’s important to note that these are proposed cuts. Congress rejected similar reductions during the FY2026 appropriations cycle, preserving bipartisan investments in research, workforce development, and afterschool learning.

The next several weeks will be especially important. The House Appropriations Committee is already moving forward with FY2027 spending bills. That chamber has already acted on the Commerce, Justice, Science (CJS) appropriations bill, which funds NSF, NASA, and other science agencies. Meanwhile, the Labor, Health and Human Services, and Education (LHHS) appropriations bill — which funds the Department of Education and afterschool programs — is expected to move in early June. Senate action is expected later this summer.

Few observers anticipate final FY2027 appropriations bills to be completed quickly. Increasingly polarized fiscal debates, disagreements over overall spending caps, and the political realities of the 2026 election season suggest that Congress will rely on temporary continuing resolutions well into the fall. Many assume final FY2027 spending decisions will not be completed until after the November elections.

That timeline creates both uncertainty and opportunity for advocates. STEM education coalitions, universities, afterschool organizations, museums, and workforce groups are already mobilizing to influence lawmakers. The STEM Education Coalition has issued a call to action on FY2027 spending, as has the Afterschool Alliance. Advocates are encouraging supporters to submit testimony, participate in coalition sign-on letters, invite lawmakers to visit local STEM programs, and share community impact stories.

The broader message advocates hope Congress hears is straightforward: investments in STEM education and informal learning are not isolated education programs; they are long-term economic competitiveness strategies. Afterschool STEM programs strengthen workforce readiness, hands-on learning improves student engagement, and federal investments often leverage substantial state, local, philanthropic, and private-sector partnerships. They are crucial to the country’s aspirations.
