Minnesota: Believe and Build Afterschool Grants (ESSER III)

Eligibility:

Programs must meet ALL of the following requirements to be considered for a Believe & Build Afterschool grant:

  • Afterschool programming is provided in Minnesota for Minnesota students.
  • The young people served by the applicant are in one or more of the following grades: K-12
  • The applying organization must be a nongovernmental, nonprofit communitybased organizations
  • The program must provide a minimum of 60 sessions (each session must be at least 1 hour) of afterschool programming per site over the course of a full school-year. This includes before school, afterschool, school release days and weekends, but does not include summer
  • Youth participation in programming is voluntary
  • Programming primarily engages young people from one or more of the following audiences:
    • Students who qualify for free and reduced-price lunch
    • Students of color
    • English language learners
    • Students with disabilities
    • American Indian, Alaska Native and Native Hawaiian students
    • Students in foster care
    • Students in correctional facilities
    • Students experiencing homelessness
    • Migrant youth o LGBTQIA+ young people
    • Rural students disproportionately impacted by the pandemic
  • Program can demonstrate that a majority of young people served are those who missed the most in-person instruction during the 2019-2020 and/or 2020-2021 school years and who did not consistently participate in remote instruction when offered during school building closures
  • Program is able to meet all required assurances (see Appendix B p.34-48)

Good to Know: An organization may apply through a fiscal sponsor. The organization acting as a fiscal sponsor will be the applicant, and must meet the definition of a community-based organization provided in the Glossary At-A-Glance.

Wyoming Reserve Summer and Afterschool Grant (ESSER II)

Indiana REACH Grant (ESSER III)

Deadline: 9/16

Through the use of ESSER III funding, the R.E.A.C.H Grant program aims to increase access to high-quality out-of-school time programming for economically disadvantaged youth with opportunities for academic achievement, character enrichment, and other activities designed to complement the youth’s regular academic program and social-emotional development. This grant opportunity is designed to provide funding for a year-round, high-quality out-of-school time program.

Eligibility:

1. Any public or private organization is eligible to apply. Examples of these agencies and organizations include, but are not limited to:

  • Traditional School Districts
    • Individual public schools may not submit a proposal. Individual schools must apply through a LEA or other eligible entities.
  • Charter Schools o Nonpublic Schools
  • Educational Consortia
  • Education Service Centers
  • Non-profit Organizations
  • Faith-based Organizations
  • Institutions of Higher Education

Note: Virtual Schools, where at least 51 percent of instruction happens online, are not eligible to apply. This includes virtual charter schools and fully virtual schools included in a traditional LEA.

2. To qualify for funding, applicants must have 40 percent or higher Free and Reduced Priced Lunch (FRPL) rate.

Arkansas ESSER III Grants

Deadline: 8/30

The Division of Elementary and Secondary Education (DESE) has tapped Arkansas State University and its sponsored initiative, the Arkansas Out of School Network, to oversee the American Rescue Plan (ARP) ESSER III sub-awards for afterschool, summer, and extended-year learning programs to support student learning and social emotional development.

The award period, which began July 1, will run through Dec. 30, 2024, and provide funding for academic support, skill building, social emotional learning, health and wellness, enrichment, and workforce development for K-12 students.

 

Eligibility:

Eligible applicants include school districts, entities that partner with school districts, community-based organizations, faith-based organizations, licensed youth development programs, public libraries, nonprofit organizations, career and technical programs, public and private institutions of higher learning and others as determined by AOSN and approved by the DESE.  Grants will be awarded by A-State and AOSN through a competitive process.

Maryland ARP ESSER  Afterschool Program Competitive Award

The purpose of the ARP ESSER Afterschool grant is to provide funding for the implementation of evidence-based comprehensive after school programs, and ensure such programs respond to students’ academic, social, and emotional needs and address the disproportionate impact of the coronavirus on the student populations.

Eligibility:

This program supports the development of the ARP ESSER Afterschool grant program to assist local school systems, public charter schools, nonprofit [501(c)(3)], faith-based, or other private or public organizations in the State to establish partnerships designed to support the creation of after school learning centers to provide academic enrichment opportunities during after school hours for children, particularly students who attend high-poverty and low-performing schools.

Utah American Rescue Plan Act Afterschool and Summer Funding (ESSER III)

The American Rescue Plan Act (ARP) 2021 was signed into law on March 11, 2021 and provides an additional $122.8 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER III Fund). ESSER III Fund awards to state education agencies (SEAs) are in the same proportion as each State received funds under Part A of Title I of the Elementary and Secondary Education Act (ESEA) of 1965, as amended, in Fiscal Year 2020.

The Utah State Board of Education (USBE) is distributing these funds by application in alignment with the federal distribution formula. The Utah State Board of Education will be spending the flexible state reserve as follows:

  • 1% for evidenced based summer enrichment programs - $6,155,260.70
  • 1% for evidenced based comprehensive after school programs $6,155,260.70

Eligibility:

  • Each organization can only be the fiscal lead on one application.
    • However, organizations may collaborate with other applications and organizations as a partner.
  • No more than 10 program sites can be included in one application.
  • Program Site Operation: Duration Requirements
    • School Year - minimum of 32 weeks during school year, 10 hours per week
    • Summer - minimum of 6 weeks during summer months (can be non-consecutive), 20 hours per week
    • Support from Certified Teacher
  • Participation Requirement: Serve a minimum of 10 youth on an average daily basis (ADA)
  • All staff working 10 hours or more at a program site must receive a minimum of 25 hours of professional development each year.
  • Must include family engagement activities as part of all funded afterschool and summer program(s).
  • Programs must include a balance of both academic and enrichment activities.
  • Evidence-based practices for academic enrichment and social emotional learning.
  • Identify and serve students in need, including:
    • Students from economically disadvantaged households;
    • Students from traditionally underserved communities;
    • Students with disabilities;
    • Students identified as needing academic support;
    • Students experiencing homelessness;
    • Students in foster care;
    • Students who are English Learners;
    • Students who have been impacted by COVID-19;
    • Students who missed the most in person instruction for 2019-2020 and 2020-2021 school years;
    • Students who did not consistently participate in remote instruction when offered during school building closures;
    • Students with families engaged in migratory agricultural work; and
    • Students from refugee backgrounds.

Georgia Building Opportunities in Out-of-School Time (BOOST) Grants (ESSER/American Rescue Plan)

The BOOST grants program will offer three-year grants, renewed annually, to community-based organizations that operate comprehensive out-of-school time (OST) programming year-round, over the summer months, or after school during the academic year. The goal is to provide evidence-based afterschool and summer enrichment programming that support students in learning skills and concepts and provide whole child supports, thus removing non-academic barriers to learning for students most impacted by the COVID-19 pandemic. Grants will support students’ learning, connectedness and well-being, utilizing a whole child approach. The purpose of these grants is to:

  1. Expand access to serve more youth, with an emphasis on students and communities most impacted by the pandemic,
  2. Reduce barriers, such as transportation and enrollment costs, to ensure access for all, and/or
  3. Increase programmatic quality and expand or enhance supports and services offered.

Eligibility:

Eligible Applicants – organizations must meet all the following eligibility criteria to apply

  • Nonprofit organizations, colleges/universities, and municipalities, such as Park & Recreation Departments. Nonprofit organizations will be asked to provide their 501(c)(3) number or that of their fiscal sponsor.
    • Nonprofit charter schools that did not receive funding from the American Rescue Plan Act are eligible to apply.
    • Private and independent schools and faith-based organizations are eligible to apply only if the program is open to all children and not just those who are of a particular faith, enrolled in a particular school or members of the applicant organization.
  • Organizations located and providing direct services (see below; must provide one or both) to public school students in grades K-12 in the state of Georgia:
    • Comprehensive afterschool programming during the school year for youth 5-18 years-old
    • Summer enrichment programming for youth 5-18 years-old
    • **Organizations providing afterschool or summer programming for students with special needs: If students are being served through an IEP and are enrolled in a Local Education Agency (LEA), they are eligible to receive services for afterschool and summer programming funded through the BOOST grant until they turn 22.
  • If the applicant is a nonprofit, it must be registered with the Georgia Secretary of State as a nonprofit (click here to verify: https://ecorp.sos.ga.gov/BusinessSearch). •
  • All applicants must offer learning acceleration, as well as programming in at least 2 other critical content/service areas:
    • Learning acceleration (required component)
    • Enrichment activities, such as the arts and career exploration
    • Healthy eating & physical activity o Well-being and connectedness, such as mental health supports, problem solving, and team building

Vermont Summer Matters (ESSER III & II)

Deadline: 5/5

Grant Purpose:

  • Creation of new summer learning programs in areas where few or no services currently exist;
  • Expansion of existing summer learning programs in order to increase affordability for K-12 children and youth through a variety of strategies;
  • Increased access to summer programs for children and youth with disabilities and other traditionally marginalized populations;
  • Elimination of barriers to summer program access based on geography, socio-economic factors, demographics.

Eligibility:

Non-profit organizations; municipalities; licensed/regulated providers of school-age childcare; and privately or publicly owned summer camp programs can apply.

Note: both public schools and districts, as well as independent schools, are not eligible.

Public schools and districts interested in funding summer programming may use their ESSER I, II or III funds to support these activities, including through contracts with other organizations. Please contact Josh Souliere at the Agency of Education with questions regarding ESSER funds.

If an independent school is eligible for the GEER EANS program, they may partner with the Agency of Education to help with summer programming costs. Questions regarding the use of GEER EANS funds should be directed to aoe.geereans@vermont.gov.

Social Services Research and Demonstration Grants

Grants are used to promote the ability of families to be financially self-sufficient, and to promote the healthy development and greater social well-being of children and families.

The types of activities that can be undertaken include responsible fatherhood programs, home visitation demonstration projects, child welfare and child care.

Eligibility:

Grants and cooperative agreements may be made to or with governmental entities, colleges, universities, nonprofit and for-profit organizations (if fee is waived), and faith-based and community organizations.
